Rotation can be quite a bit, and does not contribute to play in the wheel, it is normal. What you need to do: with the wheels on the ground, have a helper turn the steering wheel from side to side to the point that the wheels just start to move (engine off is fine) While helper is rocking the free play in the steering wheel, you watch each tie rod end, on at a time. Start with the drag link Tie rod end at the pitman arm, you should see no play there at all, as soon as the pitman arm moved, so should the drag link, if not, then that tie rod is wore out, continue to the other end of the drag link where it conects to the center link watch that tie rod end for play, then go on to the pass side tie rods end on the center link then drivers side tie rod end on the center link.
