Shifter seal?

I think I have a missing part but don't know what it is.

The shifter for my Dana 20 has the grommet thingie in the carpet where shifter comes through the carpet but below that it is just the hole in the floor.
When cruising down the road cold air just blows in through the hole pretty bad.

Isn't there supposed to be some kind of seal or something there to keep the air out? Right now I have rags stuffed around it to keep the cold out......Looks like crap but works for now
