steering wheel trim collar

what is procedure for removing the steering wheel
trim collar, where it meets the dash, without breaking.

The top piece is screwed from the bottom. It needs to come off first to access the screws that hold the bottom section on. If you can look up from below at the steering column you will see the screws for the top piece securing it to the dash.
