I haven't been able to test mine at idle in gear, but will do today if I can then report back. I know mine in Park at idle was putting out 13.7V without a load though.

I had the same issue with my front passenger mechanism versus the other 3 but discovered the battery had gone below 11 volts and just didn't have the juice necessary to make that one work properly....
