It's all good but for 1227747 the ALDL pinouts are different and 160 baud rate.
Data on ALDL is pin E

GM updated the 16197427 significantly to 8192 baud lol.

When adjusting for the minimum idle it should be set ~100RPM below the commanded idle...

you do not need to install whole thing in dash to test it.
doing so would make it much harder to test.

test it on the bench so to speak.
all you need is a 12v supply and some wire and a few resistors
