OK - So after following the advice given above I have managed to Pass emissions - Barely.. but pass is pass!

New readings:
HC - 0.5814 - Pass 3.000

I reconnected the Thermal Air Vacuum stuff.
I adjusted the idle mixture screws on the Carb to about 3/8th of a turn richer.
