What position are the front shakles supposed to be in (vehicle stationary)? I decided to go look everything over in anticipation of the rest of my lift getting here, and noticed that my front shackles are pushed all the way forward against front of the frame. Is this correct? If not what position should I install them once I put the new springs on?

no that is a bad sign they should be just past vertical toward the front

I had the same problem you are describing..the front shackles were pushed totally forward. After much head scratching I found that the PO had moved the rear front spring hangers forward 2"! When my lift kit arrived I cut them off and moved them back to the right spot.. I found some cheap shackle extension in the rear floor board when I got the Cherokee and figure the PO moved the spring hangers to somehow compensate for the humongous shackle extensions..

So i guess the short answer to your question is when you are stationary your shackles should NOT be pushed forward more than about 30degrees..I can send you some pics of where they should be if you need..

Thanks guys,
I'm hoping that it's because the front springs are really shot. When I install the new springs I'll loosen them up and "hopefully" everything will be G to G and they will be back in the position they should be.

When my front springs were shot, they were pushed forward, but I don't think they were that far.

When I installed my lift only 2 1/2 inch. my front shakles moved about 2 inches forward which also moved the front wheels foward, but they look centered?? My lift springs came with the truck from the PO, so I`m not sure if they are the correct ones, but they do work.Good luck.
