I would first make sure the front drive train is unloaded, locking hubs won't unlock untill the load is off the axle, jack up one front tire which will unload the bind allow the hubs to unlock, and try shifting again. If not then time to open up the case and see what is what.

Those shift forks have been know to break if one was to force them while they were bound up. Do what they said and then get under the Jeep and move the shift linkage by hand so you can see if it's going in and out all the way. Your 2WD/4WD rail is the one closest to the transmission.

Check foir binding like said above first. Check to see if you have any in and out play of the front or rear drivesahfts. If you do, a bearing may have gone south, but that's kinda doubtful.

Does he have a single stick or a twin stick? If it's a single, check the movement of the shifter.

Then drain the oil, and unbolt the inspection cover, a looksee inside will tell if a shift for is broke, or the set screw came loose, or if something is in the way of the collars moving freely.
