Loosening the steering column...

It was suggested to me a couple of years ago, when I had to get into my instruments, that the bolts holding the steering column not be loosened all the way. So, I didn't... just enough to drop the column down enough to pull the instrument cluster. The cluster would have been easier to get into if I had dropped the column down all the way; I need to get into it again to work on my heater and defrost cables and hoses, my headlight switch, and the intrument lights. I could pull the cluster out a lot farther and easier if the column was all the way out of the way.

IF it's a bad thing to drop the column all the way down... WHAT is the problem with it?
