verify the throttle cable/linkage/return spring are allowing throttle to close all the way.
seen it several times where a cable wasn't allowing throttle to fully close.

Electrical aftermarket parts are a roll of the dice.
Double check the solenoid and the ignition switch.

727 has a switch for backup lights, and TC sometimes has switch for 4wd light.
Sounds like that is what they likely are?
On the 727 find the switch and follow the wires you should find the missing...

iirc 11.5 and 9.5??
If you put a vacuum gauge on it and watch it isn't hard to hit 11.5 even driving pretty mild.

If the motor/trans mounts are bad the engine can shift and pop the transfer case into neutral.

The flag shifter on side of trans tunnel push it down for high range.

They clip onto the wiper arms and work well.
Can be found on a crapload if various vehicles starting in 80's
