Headliner Cardboard sag

Got my headliner out to replace material... has a little sag in the cardboard. Any way to get that out? Would slight moister to it and a heavy object till dry get it out?

I want to paint my stock 87 GW rims black. What the best way to do so with out it looking like I did it...lol

Opinions on best looking finish as well. My GW is all white with no wood grain.
