While dimensionally the same and springs will bolt in, but if yours is a WT the '89 springs will be @lower height.
The WT got higher height springs by ~1.5"-2".

When I needed one for my '73 it was unobtanium so made a '79 booster fit.
Had to drill one or two holes? but easy peasy "upgrade" and no more $$$ unicorn needed.

verify the throttle cable/linkage/return spring are allowing throttle to close all the way.
seen it several times where a cable wasn't allowing throttle to fully close.

Sounds like that is what they likely are?
On the 727 find the switch and follow the wires you should find the missing...
